We have seen that the old deal between humans, nature and technology is deteriorating due to flawed assumptions on which it is built. Using policy responses to covid pandemic and earthquakes as cases we examine what happened to the deal between humans, nature and technology.
Through a dramaturgical approach we question responsibilisation in disaster management. The Covid pandemic has been managed with patchy international success due to highly variable scientific narratives that shaped national health policies.
On February 6th, 2023, two major earthquakes occurred in the Pazarcık and Elbistan districts of Kahramanmaraş in southeastern Turkey. The loss of life and property due to the effects of the February 6th earthquakes demonstrates Turkey’s need for inclusive disaster management and social policies.
This study examines post-earthquake disaster management and social policies through narrative analysis. Using a social dramaturgy approach, we evaluate dominant- and counter-narratives to offer recommendations for inclusive, fair, and sustainable disaster management and social policies. We identify misguided narratives that influence social policies and provide evidence-based, ethical, and inclusive analysis to help redesign a new deal and reconsider responsibilisation in social policies of disaster management.
